1. This SITREP kicks off AY19 for the EM rating. Please read this message in
its entirety. All tour complete members and those above the Service Wide Exam
(SWE) cut for the next pay grade, in a pay-grade to billet mismatch, or double
encumbered are all eligible for transfer. Members should take time to consider
their career aspirations, progression, professional development and seek
guidance from mentors. Members can find updates, webinar and road shows
information on the EM Assignment Officer (AO) portal page. In addition, members
are highly encouraged to contact the EM AO for career counseling per the
timeline below.
2. General assignment guidance:
A. Slating: The AO will review previous assignment history of eligible
rotating members and, consistent with service needs, afford a fair share of
sea and shore duty to each member when making assignments. As part of the
slating process the AO will identify sea duty candidates, who will be sent
individual correspondence prior the posting of the AY19 shopping list
identifying them as sea duty candidates. These individuals will be expected
to and are highly encouraged to submit realistic resumes that align with
the afloat candidate correspondence. Sea duty candidates that chose to not
list afloat units on their e-resume submissions may be assigned at AO's
discretion.
B. Command Endorsements: It is imperative that each member works with
their command to ensure they meet the specific requirements of all positions
requested and that a command endorsement is included with e-Resume
submission where required. Failure to include a command endorsement will
prohibit a member from earning a position where an endorsement is required,
refer to reference (A) for additional guidance.
C. AY19 Priorities: After the completion of Engineering Petty Officer (EPO)
assignments the AO will follow with PATFORSWA, general duty afloat, and then
ashore assignments.
D. The Unofficial Shopping List is a snap shot of expected vacancies posted
in DA and its intended purpose is for commands to view and validate position
vacancies. Members eligible for rotation should in no way assume it as
official or submit e-Resumes during its release. Members are encouraged to
view it for research purposes only until the final list is posted.
3. Engineering Petty Officer screening and assignment process has been revised
for AY19 and will be advertised in a SEPCOR message.
4. PATFORSWA AY19 assignments will be advertised in a SEPCOR message.

5. Advancement: Members and commands are reminded that as outlined in reference
(A), members will submit a e-Resume or contact their AO within 30 days of their
name appearing above the cutoff on the SWE and revised advancement eligibility
list and must be prepared to be reassigned to fill any authorized position at
the next higher paygrade.
6. Fleet-Ups and Extensions: Commands should communicate both fleet-up and
extension endorsements through their AY19 Command Concerns. The AO will
maximize fleet-up and extension opportunities for members in non-command cadre
positions in AY19 where available. Once a position has been shopped members
will be required to compete for extensions and shall submit a command endorsed
e-Resume according to the timeline below.
7. EM AY19 Timeline:
01 May - 31 Aug 2018: Members contact AO for career counseling.
01 May – 31 Aug: Commands/AOs conduct PAL validation.
15 Jul: EPO Screening Panel Submission Due.
01 Aug: EPO screening results released.
17 Aug: Command Concerns due.
10 Sep – 26 Sep: Unofficial shopping list published/commands validate
28 Sep: Official shopping list published.
14 Oct: e-Resumes due for all members eligible for transfer.
31 Mar: All AY19 orders issued.
