1. I am pleased to announce the winners of the FY17 Coast Guard SEER Awards.
2. Winner, Large Unit Category, Environmental Track: Base Boston. Base Boston implemented a
variety of environmental management projects including innovative waste stream reductions,
exemplary administration and enforcement of environmental compliance permits and National
Environmental Policy Act (NEPA) documentation, waste reduction through the centralized
management of a hazardous material (HAZMAT) pharmacy program, a revitalized Qualified
Recycling Program (QRP), and gained superior cooperation with regulatory agencies through
permit and renewal activities. Nearly $30,000 in additional funding is generated from the
QRP. These efforts resulted in national recognition from the DHS.
3. Winner, Individual Category, Energy Track: Mr. Mohammed Bahar. Mr. Bahar was the lead
engineer analyst throughout the development and award of the unprecedented $72.6 million
Utility Energy Service Contract (UESC) at the Coast Guard Academy. His contributions to
the UESC include the recapitalization of the boilers and their conversion to natural gas,
expansion of the central chilled water service, and upgrading all Academy building
automation system controls. His efforts will save the Coast Guard $2 million in energy
costs annually.
4. Winner, Large Unit Category, Energy Track: Coast Guard Academy. Coast Guard Academy
awarded an unprecedented $72.6 million Utility Energy Service Contract (UESC), bringing
$39.1 million of capital utility infrastructure improvements to the historic New London
campus. This is the largest single site energy savings contract in Coast Guard and the
DHS history. The main energy conservation measures (ECMs) of the UESC are to change the
principle fuel source from #6 fuel oil to natural gas, expand the central chilled water
system, install both solar arrays and a microturbine and upgrade the building automation
systems campus wide. Combined, all ECMs will provide 82% of the Academy’s
electrical needs.
