1. This SITREP kicks off AY19 for the Machinery Technician Rating. All
members who are tour complete in AY19 should take time to consider
their career aspirations including career progression, professional
development, and seek guidance from mentors. Commands should begin
evaluating readiness impacts and preparing command concerns expected
in the next transfer season. Commands should counsel tour complete
members to ensure they are ready and available for worldwide
assignment in the summer of 2019. In addition, Commands should
identify all members nearing the end of their enlistment to review
reenlistment eligibility and career intentions for continued
service.
2. Slating: MK Assignment Officers (AO) will continue to utilize a
Tiered Slating methodology to fill general duty assignments. After the
completion of EPO assignments, AO’s will follow with afloat
assignments and then ashore assignments from the e-Resumes submitted
on November 2nd, which will contain both Afloat and Ashore positions.
Members who apply but do not earn an afloat assignment will then have a
chance to resubmit an updated e-resume before the published deadline
to capture new available positions from the Direct Access shopping list.
This approach will allow all members to submit a realistic e-resume and
manage expectations for all MK transfers in AY19. Members should look
for further MK SITREPS with guidance and published timelines for
submission of e-resumes and are encouraged use reference B frequently
for assignment process updates and additional specific AY19 timeline
guidance.
3. Advancement: Members are reminded that the Coast Guard advances
members to fill vacancies. Accordingly, members and commands are
reminded that as outlined in reference A, personnel who compete for
advancement must be prepared to be reassigned to fill any authorized
position at the next higher paygrade. Members who will take the May
2018 SWE, and are at or above the published cut, should apply for
positions at the pay grade to which they will advance. If a member is
close to the cut and tour complete, the member should delay their
e-resume submission until the submission deadline. Members who come
above the cut in AY19, are in a paygrade position mismatch, or double
encumbered, should consider themselves tour complete in AY19 and
submit an e-Resume accordingly.
4. Fleet-Ups and Extensions: AOs will continue to maximize fleet-up
and extension opportunities in AY19. Command endorsements are
required for all extension requests. Fleet-ups for members in non-
command cadre positions will be maximized by the AOs. Commands should
communicate both fleet-up opportunities and extensions with
recommendations through their unit’s AY19 Command Concerns submission.
5. Career management:
a. It is difficult to define a realistic e-Resume across all
paygrades so it is highly recommended that members take advantage
of the AO career counseling open season (1 May - 31 August). As a
reminder, members do not need permission from their supervisor or
chain of command prior to contacting their AO during career
counseling season.
b. Members should always craft their e-Resume to reflect a diverse
career path. No member should try, or expect, to remain in one
mission set or geographic area for an entire career. Members
should list as many positions as possible on their e-Resume that
they would be willing to go to. Members also need to take in
consideration their assignment priority and paygrade when selecting
the number of positions on their e-Resume in order to avoid not
earning an assignment. Tour complete members who submit an
unrealistic e-Resume, and do not earn an assignment, will either be
assigned to a service need position or given a list of remaining
positions to rank order if available.
c. Members that complete back to back assignments afloat or ashore
should expect an assignment to a different unit type. Failure to
apply for positions in a different unit type or follow AO guidance
can cause a delay in assignment decisions. Career and mission
diversity will help develop a well-rounded senior MK workforce.
d. Members lacking sea time for advancement requirements and those
with no rated sea time will be considered and notified by the AO’s
as a sea duty candidate. Sea duty candidates will receive separate
correspondence from their AO's via email. Sea duty candidates are
MK's that do not have the required sea time for advancement or have
less rated sea time compared to their peers rotating in AY19. Sea
duty candidates that chose to not add afloat positions to their e-
resume will be assigned to an afloat unit at AO's discretion.
6. General assignment guidance:
a. As outlined in reference A, some positions require a command
endorsement (i.e. overseas, instructor, PATFORSWA, MIPF Saudi Arabia,
DSF). It is imperative that each member works with their command
to ensure that they meet the specific requirements of the position
requested and that a command endorsement is included with the e-
Resume submission. Failure to include a command endorsement will
prohibit a member for earning a position.
b. PATFORSWA AY19 assignments will be advertised in a future
solicitation message which will be released SEPCOR. Specific
requirements and the application process will be covered in the
solicitation message. Members that are already interested can find

c. Potential position reprogramming: EPM receives numerous requests
to fill billets being proposed for reprogramming. EPM is prohibited
from assigning members in anticipation of billet reprogramming.
Assignment officers can only assign members to approved positions.
Commands and program managers should anticipate billet reprogramming
requests and ensure requests or approvals align with the assignment
season to capitalize on a robust candidate pool and adequately
address the intended position reprogramming action (e.g. rate change,
location change). Direct Access is the primary tool EPM and Assignment
Officers have to advertise open or newly established positions. Vacant
MK positions may also be found at reference B.
d. Engineering Petty Officer (EPO) screening and assignment process
for AY19 will be covered in a future message that will be released
SEPCOR. Additional information can be found at reference B, EPO
library.

14 Oct 2018: e-Resume due for EPO positions

solicitation will update this deadline)
26 Nov 2018: EPO orders issued
02 Nov 2018: e-Resume due for Afloat and Ashore positions (all assignment
priorities)

priorities that are not in receipt of orders)
