SUBJ:  ANTI HARASSMENT TRAINING
A. Message from Secretary Kirstjen M. Nielsen on Preventing Workplace Harassment,
26 February 2018
1. REF (A) stated that all personnel would be contacted to ensure their
completion of anti-harassment training. This ALCOAST reminds personnel of the
Coast Guard’s Civil Rights Awareness (CRA) mandatory training requirement.
All Coast Guard Personnel (Active duty, Reserve and Civilian) are required to
complete CRA training triennially. The training is instructor-led and covers
anti-harassment policies and the procedures in place to address harassing behavior.
2. Harassment is unwelcome conduct that creates an intimidating, offensive, or
hostile environment based on race, color, religion, sex, national origin, age,
disability, sexual orientation, marital status, parental status, political
affiliation, or any other basis protected by law. All Coast Guard men and women
are responsible for creating a culture of respect, trust and integrity toward
each other and those we serve.
3. Training Officers are encouraged to visit the Coast Guard Business Intelligence
CGPortal at https://cgbi.osc.uscg.mil/2.0/personal.cfm to ensure unit and
individual compliance with CRA. Members new to the Coast Guard, those whose CRA
training has lapsed, and units that need to arrange an on-site session, please
view the schedule accessible at:
https://www.uscg.mil/Resources/Civil-Rights/Service-Providers/ and attend an
upcoming, locally available offering.
4. Dr. Terri A. Dickerson, Director, Civil Rights Directorate, sends.
5. Internet release authorized.
