SUBJ:  U.S. NAVAL INSTITUTE EXECUTIVE FELLOW SOLICITATION MESSAGE

1. This message solicits applicants for a one year Federal Executive Fellowship at
the U.S. Naval Institute.
2. Overview. Located at the U.S. Naval Academy in Annapolis, MD, the U.S. Naval
Institute (USNI), a private, non-profit, non-partisan organization has provided an
open forum for honest debate, informed discussion, and professional development for
members of the Naval Services. The vision and mission of the USNI is to give a voice
to those who seek the finest Navy, Marine Corps, and Coast Guard by providing an
independent forum for those who dare to read, think, speak, and write to advance the
professional, literary, and scientific understanding of sea power and other issues
critical to global security. USNI is noted for its flagship magazine Proceedings and
 variety of historical and professional books.
3. Primary Duties. The officer selected for the Naval Institute Fellowship will
conduct and publish research on priority Coast Guard and homeland defense issues, and
serve as a conduit between the Coast Guard and the Institute. The USNI fellow will
advise the Institute on the Coast Guard’s position on issues and provide feedback on
perspectives the Institute receives from the open forum. In addition to developing
awareness and expertise for future operational and staff assignments, the fellow will
be accorded Naval Institute senior staff status, which entails frequent interactions
with the Board of Directors, professional editors, staff, and USNI authors.
4. Eligibility. This program is open to all operational specialties. In addition to
the application guidelines set forth in REF (A), applicants:
   a. Must be selected for, or currently serving in the grade of, O4.
   b. Should have an established operational career path.
   c. Should apply from an operational assignment, or one that otherwise allows them
enough time to complete the fellowship and payback in enough time to meet operational
currency requirements and promotion window.
5. Follow on Tours. The USNI Coast Guard Fellow can expect follow on assignments in
locations that involve execution of the Defense Readiness mission, including any
assignments related to the OAR-12 career path: Headquarters Office of
Counterterrorism and Defense Operations Policy (CG-ODO), various liaison and staff
positions in the Pentagon, liaison assignments with the Navy, and assignments to
Geographic Combatant Commands. Tour lengths range from two to four years.
6. This fellowship is being offered for the first time and applicants are highly
