1. This ALCOAST announces the convening of the FY19 SDAP Panel. The SDAP panel
will convene OOA 07 May 2018.
2. In accordance with REF (A), the SDAP panel will evaluate requests for new SDAP
authorizations as well as current requests to revalidate billets already receiving
SDAP. Current authorized SDAP levels are contained in REF (B).
3. All SDAP authorizations must be validated and endorsed by program managers
annually prior to panel consideration. New SDAP requests and validation of current
SDAP authorizations must be submitted to COMDT (CG-1331) via email to:
HQS-PolicyandStandards@uscg.mil, NLT 27 April 2018. Previous fiscal year
authorization of SDAP does not automatically guarantee re-authorization for FY19.
Requests arriving after deadline, or lacking program manager endorsement, will not
be considered by the panel. Requests and program manager endorsements shall include:
   A. Justification for the SDAP.
   B. Number of Billets affected.
   C. Address potential billet changes for FY19 and billet impact on operational
requirements, if applicable.
   D. Any restrictions on authorization of SDAP (i.e., qualification requirements,
rotation schedule requirements, TDY requirements).
