1. In accordance with REFs (A) and (B), Unit Commanders, Commanding Officers and Officers-
in-Charge are responsible for ensuring that hazardous waste shipped off-site for disposal
is properly manifested. The Environmental Protection Agency (EPA) developed the e-Manifest
system, a national electronic manifest tracking system, in response to REF (B). The system
will eventually replace the existing Uniform Hazardous Waste Manifest EPA Form #8700-22.
The system extends to all federal and state regulated wastes requiring manifests.
2. This ALCOAST directs all Coast Guard units that generate and dispose of hazardous waste
off-site to use the EPA e-Manifest system. The Coast Guard will use the e-Manifest system
to support the oversight and management of the Coast Guard hazardous waste management
program. The e-Manifest system, when properly configured, will allow the Coast Guard to
collect, analyze and, as directed, report appropriate key program metrics that are not
currently possible using existing management tools. This will greatly improve the accuracy
of the reporting.
3. To ensure each unit accurately establishes a profile in the e-Manifest system, and to
allow the Coast Guard oversight into its waste transactions, all units that generate and
dispose of hazardous waste must register their unit’s current hazardous waste generator
information on the following Coast Guard portal site:
https://cg.portal.uscg.mil/units/cg47/EnvCompliance/emanifest/default.aspx by close of
business Friday 20 April 2018. All individuals currently certified to sign hazardous waste
manifests, must also register on the portal, and identify for which units they are
authorized to sign manifests.
4. The Office of Environmental Management (CG-47) in conjunction with the Shore
Infrastructure Logistics Center, Environmental Management Division (SILC-EMD) will
coordinate the initial registration of all reporting units into the e-Manifest system.
COMDT (CG-47) will also issue supplemental guidance on how the system will work and what
is necessary to implement the system to each of the reporting units. The EPA is offering
webinars on the e-Manifest system to introduce its functionality and use to the hazardous
waste management community. Coast Guard units and personnel who manage hazardous waste are encouraged to visit the https://www.epa.gov/e-manifest to learn about the training opportunities.
5. Once the unit’s information is loaded into the e-Manifest system, the unit must sign
into the e-Manifest system by 18 May 2018 and complete the unit’s specific registration
process. The unit must enter the information for the person who will certify their waste
manifests for shipment. Anyone certifying waste manifests must have current and appropriate
U.S. Department of Transportation and Resource Conservation and Recovery Act training and
certification. REF (C) offered by the Coast Guard provides the training necessary to certify
hazardous waste manifests.
6. COMDT (CG-47) will register as the Site Manager for each unit. This will allow COMDT
(CG-47) to access the information posted to the e-Manifest system. COMDT (CG-47) in
collaboration with SILC-EMD and in conjunction with each unit’s designated contact will
verify and as appropriate modify state hazardous waste activity registration forms to ensure
that information in the system is accurate, current, and appropriate. The Coast Guard will
correct all registration forms so that unit names match their official Coast Guard designation.
