C. GOVERNMENT VEHICLE MANAGEMENT TACTICS, TECHNIQUES, AND PROCEDURES (TTP), CGTTP 4-01.3
1. This ALCOAST announces the promulgation of REF (A) and the subsequent
cancellation of REF (B).
2. This Manual establishes the authority, policies, and standards governing the
management and use of Coast Guard owned or leased motor vehicles.
3. This Manual is a significant update of REF (B). All personnel are encouraged to
thoroughly review this revised Manual.
4. Major changes include:
   a. Inclusion of CG SILC (FOB) as a significant contributor to the Motor Vehicle
Program with much of the decision authority and execution responsibilities.
   b. Requirement for all CG-owned motor vehicles to be enrolled and managed in Federal
Fleet Management System (FEDFMS).
   c. Description of authorized and unauthorized use of motor vehicles. 
   d. Requirement for vehicle sharing or motor pooling for passenger vehicles at
co-located field units.
   e. Requirement to use GSA Dispatch and Reservation Module (DRM) for the reservation
and dispatch of all motor pool vehicles. All current motor pools must transition to
using DRM by December 2018. Field units that can demonstrate another motor pool
management system that effectively and efficiently controls motor pool operations can
request deviation from the requirements of this Manual from COMDT (CG-435).
   f. Removal of procedures that are contained in REF (C).
   g. Removal of Special Purpose Motorized Equipment (SPME).
   h. Requirements for workplace charging of personal electrical vehicles.
