1. This ACN announces the promulgation of REF (A). REF (B) is hereby cancelled.
2. The major changes to this Manual are updating new federal requirements and
clarifying roles and responsibilities.
3. Research and data collection activities (e.g., surveys, simulations, interviews/focus
groups, and test and evaluations) involving Coast Guard military and/or civilian personnel
for the purpose of assessing suitability, effectiveness, utility, or deficiencies
of systems, programs, assets, or equipment must comply with this Manual.
4. There will be no hardcopy distribution of this change. An electronic version is
