1. This ALCOAST announces the promulgation of REF (A). REF (B-D) are hereby cancelled.
2. In collaboration with Commandant (CG-1), FORCECOM, and Areas, REF (A) updates
the roles and responsibilities, procedures, and requirements for the conduct and
training of risk management. These policy changes apply to ALL personnel involved
with planning, conducting, supervising, and monitoring Coast Guard activities that
can pose safety risk to personnel and equipment. Units have 12 months to implement
these changes.
3. The changes are the result of exhaustive analyses with subject matter experts
from all operational communities. The new RM tool (GAR 2.0) has undergone extensive
testing and validation that reveals GAR 2.0 to be more accurate and effective in
hazard identification and assessment. These changes will promote and institute
more focused risk management activities to improve mission planning, briefing,
and execution while reducing the training and management burden. A list of

4. Throughout the 12 month implementation period, you will receive strategic
messages on change implementation tips, lessons learned, and best practices to
assist you with this transition, and challenge your risk management thinking
and practices. In addition, a dedicated email address has been created for you to
submit questions and concerns. The email address is: HQS-DG-LST-CG-RM-SUPPORT@uscg.mil.
5. This effort is intended to improve risk management across our entire CG
community. Our people are exposed to dynamic and often unpredictable hazards in
both operational and mission support communities. Only through deliberate and
sustained risk management efforts can we anticipate and mitigate these hazards
to prevent mishaps. Our commitment to risk management is unwavering, and it is
imperative to safeguard our people and maintain readiness.
