SUBJ:  FY18 SOLICITATION FOR EXCELLENCE IN GOVERNMENT FELLOWS PROGRAM
1. The Office of Leadership is soliciting applications for the Partnership in
Public Service Excellence in Government Fellows Program. The Coast Guard will
sponsor one civilian employee and one military officer for this program, which
will commence May 7, 2018 and conclude on Mar 7, 2019. The Excellence in
Government Fellows program draws from a variety of career paths and leadership
experiences.
2. The Excellence in Government Fellows program strengthens the leadership
skills of GS 14-15, O-5, and O-6 members through a proven combination of
innovative coursework, best practices benchmarking, action learning projects,
executive coaching, and government-wide networking. During this 10-month program,
fellows remain in their full time positions and meet three days every six weeks
in person. This equates to spending a total of 24 days in session. Fellows will
be required to devote up to five hours per week to coursework and will work in
teams to develop a project plan to address and solve actual agency problems.
   a. Eligibility: GS 14-15, O-5, and O-6 leaders seeking to solve national
challenges by driving innovation, inspiring employees, and delivering results
(exceptional GS-13s are also encouraged to apply).
   b. CG Application Deadline: 15 Mar 2018
   c. Program Duration: 10 months, May 7, 2018 to Mar 7, 2019
   d. Resident Session Dates: May 7-11, 2018; Jun 5-7, 2018; Jul 23-26, 2018;
Sep 18-21, 2018; Nov 13-15, 2018; Jan 8-10, 2019; and Mar 5-7, 2019
3. Application Procedures:
   a. Coordinate with your Training Officer or ESO to submit an Electronic
Training Request (ETR) using Direct Access. Course code: 500911.
   b. Complete the application form, to include responding to essay questions,
obtaining supervisor recommendation, and providing a resume. Resumes should be
limited to one page. A selection panel will be convened to select the best
qualified candidates for this course. Additional information related to this

   c. Complete a letter of nomination in CG memo format, signed by the first Flag
officer or SES in the applicant's chain of command. The memo should comment on the
applicant's performance, potential and how the experience and knowledge gained in
this program will benefit the individual and the Coast Guard.
   d. E-mail the documents outlined above as PDF files to COMDT (CG-12C),
HQS-SMB-CG-12CTrainingCourses@uscg.mil, with the course title as the subject.
