SUBJ: 2018 FEDERAL ASIAN PACIFIC AMERICAN COUNCIL MILITARY
MERITORIOUS SERVICE AWARD
1. This ALCOAST solicits for the 2018 Federal Asian Pacific American
Council (FAPAC) Military Meritorious Service Award. The award honors
service members who have supported the DoD mission, overseas contingency
operations or whose attributes best epitomized the qualities and core values
of the U.S. Coast Guard (CG).
2. The FAPAC Award will be presented to one CG active duty and one reserve
military member. The performance period is January 1, 2017 to
December 31, 2017.
3. All nominations will be evaluated according to the following. The nominee:
   a. Fostered an innovative and harmonic environment between the
military and Asian Pacific American civilian community.
   b. Distinguished himself or herself by promoting the tenets of civil/human
rights, equal opportunity, human relations, and/or public service.
   c. Displayed exceptional character that distinguishes an individual as an
outstanding leader, role model or mentor by promoting the development or
advancement of all military and civilian personnel including women and minorities.
   d. Contributed to the equal opportunity for selection, promotion or retention
of women and minorities in senior grade level positions and under-represented
occupations.
   e. Believed in and practiced the tenets of a democratic society, including the
belief that all people are created equal and that freedom is an American right
that must be protected at all times.
   f. Assisted in overcoming discrimination and eliminating barriers that hinder
equal opportunity for all members of the CG and civilians, including women and
minorities.
   g. Supported the full integration and promotion of all personnel, to include
minorities and women, within the CG and civilian workforce.
   h. Created opportunities that supported and contributed to the mentorship,
development, advancement or retention of all personnel including women and
minorities in government service consistent with merit principles.
4. Nominations shall include the following:
   a. One-page narrative describing the accomplishments warranting recognition.
   b. Citation, not to exceed 12 lines, highlighting the nominee's accomplishments.
   c. One-page biography of the nominee (a resume will not suffice).
   d. A digital (.jpg format) head and shoulder color photograph of the nominee.
   e. Command cover memo, with signature, forwarding the package.
   f. Award Nomination Transmittal Form (contact POC for form).
Items A thru C must be in MS Word with 12-point font, single-spaced with one-inch
left and right margins. These documents may not be scanned or in .pdf format.
5. COMDT (CG-00H) will convene a panel to select the CG honorees. The award
recipients' commands will be notified by phone. An ALCOAST will announce winners.
6. Nomination packages must be forwarded as email attachments only to the point
