SUBJ:  UPDATE TO FOREIGN LANGUAGE PROFICIENCY PAY (FLPP)

1. This ACN updates the definitions for linguist-designated positions and interpreter
allocations in REF (A) and reinstates previous pay levels to the Coast Guard’s Foreign
Language Proficiency Pay (FLPP) effective 01 JAN 2018. Any personnel who received the reduced
FLPP payment after 01 JAN 2018 will have their pay retroactively adjusted based on the scale
listed in Paragraph 6. of this ACN; no action is required by the member or the member’s
Servicing Personnel Office (SPO).
2. Foreign Language Speakers (FLS) fall into two categories, Linguists and Interpreters.
Linguists are designated by billet (or unit type), require greater proficiency in their
target language and use their language skill on a daily basis to meet mission. Interpreters
are collateral duty assignments at designated units. Units with a validated need for
interpreters are provided a set number of allocations that can be applied to a member who
meets the requirements outlined in Paragraph 5. of this ACN.

4. The following requirements must be met to qualify for linguist pay:  
   A. Member assigned to linguist-designated billet (or unit with linguist allocations), and;
   B. Minimum Defense Language Proficiency Test (DLPT) scores of 1-plus in Listening and
1-plus in Reading in the designated language.
5. The following requirements must be met to qualify for interpreter pay:  
   A. Assigned to unit with available foreign language pay allocation(s);
   B. Minimum DLPT score of 1-plus in Listening and 1-plus in Reading, and;
   C. Interpreter designation memo signed by unit CO/OIC sent to the SPO.
6. FLPP rates are as follows:
   A. Interpreter level, DLPT score and FLPP monthly rate:
     (1) Interpreter 1: 1 plus/1 plus - $100
     (2) Interpreter 2: 1 plus/2 or 2/1 plus - $125
     (3) Interpreter 3: 2/2 or 2 plus/2 or 2/2 plus - $150
     (4) Interpreter 4: 3/2 or 2/3 or 2 plus/2 plus - $200
   B. Linguist level, DLPT score and FLPP monthly rate:
     (1) Linguist 1: 3/2 plus or 2 plus/3 - $250
     (2) Linguist 2: 3/3 or higher - $300
7. These changes will be reflected in the next edition of REF (A), which will be released
within the next year.
