1. The purpose of this ALCOAST is to articulate changes to the Coast Guard
Anti-Harassment and Hate Incidents Procedure, outlined in REF (A).  Harassment
is a form of discrimination that is intended to unreasonably interfere with an
individual’s performance, or create an intimidating and offensive hostile work
environment on the basis of an individual’s protected status, which includes:
race, color, religion, sex, national origin, disability, age, or sexual orientation.
Hate is a form of harassment that targets an individual or groups of individuals
or properties with the intent or likely effect of intimidation or incitement.
Offenders are motivated, in whole or in part, by their bias against a protected
group. REFs (A thru D) provide CG policies, processes and procedures for addressing
allegations of harassment, including bullying and hazing behaviors. This procedural
change affects only Chapter 2.C.1.f of REF (A), the method by which commands
investigate and report potential hate incidents.
2. All employees (civilian and military) who learn of a potential hate incident
should report the incident through their first line supervisor or manager, to the
Commanding Officer/Officer In Charge (CO/OIC) of their unit.
3. The CO/OIC is responsible for notifying the next level in their chain of command
and a servicing CRSP. The CO/OIC also is responsible for conducting an initial
inquiry and acting on the result as follows:
   a. If an initial inquiry clearly reveals that the claim was not a hate incident,
the CO/OIC must report the outcome to the first level in the chain of command and
the servicing CRSP, with no further action required.
   b. If the CO/OIC cannot determine from the initial inquiry whether or not a hate
incident occurred, the CO/OIC must complete and forward a report, in standard memo
format, up the chain of command and through the appropriate CRSP to the Civil Rights
Directorate (CG-00H), and in addition, conduct an administrative investigation in
accordance with REF (B). The CO/OIC must report the results of the investigation to
the chain of command and through the CRSP to the Civil Rights Directorate (CG-OOH)
in all cases in which an administrative investigation is conducted.
4. These changes will be incorporated into the next edition of REF (A), which will be
released within the next year.
