SUBJ: UPDATED OFFICER EVALUATION SYSTEM (OES) PROCEDURES MANUAL AND NEW
OFFICER EVALUATION REPORT (OER) FORMS
A. Officer Evaluation System Procedures Manual, PSCINST M1611.1 (series)
1. This message announces an update to Reference (a) and places the new
Officer Evaluation Reports, Form CG-5310A, Form CG-5310B, Form CG-5310C,
Form CG-5310D, Form CG-5310E, Form CG-5310F, Form CG-5310G, and Form CG-
5310H, into service effective immediately.
2. The revised OES Procedures Manual, PSCINST M1611.1D describes the
preparation, processing and use of the new OER forms. These updates are
harmonizing the admin data on all OER forms and improving technical
aspects of the Form CG-5310A, Form CG-5310B, and Form CG-5310C,
including reducing the file size of all form to less than 1MB.
3. A detailed summary of changes to the OES Procedures Manual, PSCINST
M1611.1D, can be found on PSC-OPM-3’s CG Portal page listed in paragraph
#4. Major changes include:
a. Allowing an SES to serve as Reporting Officer on the CG-5310B (O1/
W4).
b. Requiring IDPL W4s to complete their OER on the CG-5310B.
c. Based on field feedback, the promotion scale language has been
adjusted to provide additional clarification.

information on PSC-OPM-3’s CG Portal page,

I highly encourage all commands to review the revised Procedures Manual
and visit PSC-OPM-3’s CG Portal page for additional information.
5. PSC-OPM-3 and PSC-RPM-1 are available to conduct training on the OES.
