SUBJ: SOLICITATION FOR THE 2017 CAPTAIN QUENTIN R. WALSH EXCELLENCE IN LIVING MARINE
RESOURCES ENFORCEMENT AWARD NOMINATIONS
1. Purpose: This message solicits nominations of individuals who have distinguished
themselves during the past year as outstanding Living Marine Resources (LMR) Boarding
Officers (BO).
2. Background: This annual award recognizes the outstanding performance of Coast
Guard LMR BOs and encourages outstanding achievement, stewardship and contributions
to the Coast Guard LMR mission in accordance with Ocean Guardian. The award is named
in honor of Captain Quentin R. Walsh, a distinguished Coast Guard officer and
recipient of the Navy Cross. As a Lieutenant (junior grade) in the late 1930s, Walsh
was selected for special assignment as one of the nation’s first two whaling inspectors.
Walsh’s three-volume report from his year onboard the whaling ship Ulysses influenced
U.S. policy on whaling, and led to regulatory changes to ban whaling in the United
States, which helped save several populations of whales from extinction.
3. Award eligibility: Presented annually, this award recognizes individual performance
and contributions between 01 JAN 2017 and 31 DEC 2017. The award is tailored to
operational LMR BOs. Nominees must have maintained an active BO certification for
at least six months during the qualifying period.
4. The member selected as the Captain Quentin R. Walsh Excellence in Living Marine
Resources Enforcement Award winner will receive a certificate of recognition, COMDT
(CG-5R) coin, and the member’s name will be engraved on a wall plaque at U.S. Coast
Guard Headquarters in Washington, D.C. Presentation of the award will be determined
by the member’s command.
5. Nomination package requirements: Nominations can be submitted by any command having
first-hand knowledge of the nominee’s achievements. Submissions must be made in either
Microsoft Word or Adobe PDF using CG memo format. The narrative shall be limited to a
maximum of two pages, using Times New Roman 12-point font and include, at a minimum,
the following information:
   a. Nominee’s assigned duties and positions during the qualifying period.
   b. Specific examples of the nominee’s outstanding achievement, stewardship and
contributions to the Coast Guard LMR mission, either through at-sea LMR enforcement
as a BO or through the training and advancement of LMR mission skill sets.
   c. The Living Marine Resources Enforcement Division (CG-MLE-4) encourages commands
to document the nominee’s contributions to establishing or enhancing joint-agency
partnerships, innovations leading to more efficient LMR mission execution, development
of LMR best-practices, outreach and education of recreational and commercial fishing
community, or other significant actions worthy of recognition. These factors are
encouraged to distinguish nominees, but are not required for a nomination package to be
considered.

7. Submission Process: Unit nominations must be submitted to the applicable District
LMR staff officer no later than 28 Feb 2018. The Districts will evaluate the nominations
and submit one endorsed recommendation each to the cognizant Area no later than 31 Mar
2018.
8. LANT and PAC Area LMR staff officers will each forward a single nomination, through
the applicable Operations Branch Chief (LANT-35 / PAC-35), to COMDT (CG-MLE-4) no later
than 30 Apr 2018, which will convene a board to select the best candidate. Final approval
will rest with the Assistant Commandant for Response Policy (CG-5R). 
9. The winner will be announced via ALCOAST NLT 31 May 2018 highlighting the winner’s
contributions to the LMR mission in 2017.
