SUBJ:  MERITORIOUS ADVANCEMENT OF ENLISTED PERSONNEL
A. Meritorious Advancement Program, COMDTINST 1430.2
B. Enlisted Accessions, Evaluations, and Advancements, COMDTINST M1000.2 (series)
1. This announces the promulgation of the REF (A), Meritorious Advancement
Program (MAP), COMDTINST 1430.2, which is newly established policy to
meritoriously advance active duty and reserve enlisted personnel. 
2. COMDT (CG-1), has special authority to make advancements to certain pay grades
without participation in the servicewide examination (SWE) competition, per
Reference (b) Article 3.A.3.i.  Currently, meritorious advancements are awarded to
Enlisted Person of the Year (EPOY) recipients and Douglas A. Munro award winners. 
To increase opportunities to recognize top performers, COMDT (CG-1) is
specifically delegating limited meritorious advancement authority to complement
established advancement processes.
3. MAP is designed to allow senior leaders the opportunity to recognize and
advance active duty and reserve enlisted members who show exceptional adherence
to the core values of “Honor, Respect, and Devotion to Duty.”  Only those who
demonstrate sustained exceptional proficiency and conduct, and possess the
potential to advance into a position of greater responsibility, should be
considered for meritorious advancement.
4. COMDT (CG-1) delegates limited authority to effect meritorious advancements to
the VCG and the Vice Admirals serving as DCMS, DCO, CAA, and CPA.  Advacement
recommendations for VCG will be initiated by MCPOCG. These Advancement Authorities
may consider and meritoriously advance members in pay grades E-4 and E-5 to the
next higher pay grade.  Each year, COMDT (CG-1) will publish the maximum number
of advancement opportunities for each Advancement Authority.
5. For calendar year 2018, the maximum number of meritorious advancements allocated
to each Advancement Authority is three (3) total.
6. No paper distribution will be made of REF (A) but are available on the
CGPortal at: https://cg.portal.uscg.mil/library/SitePages/Home.aspx, and on the
internet at: http://www.dcms.uscg.mil/directives.
