1. This ALCOAST updates the linguist designated positions, interpreter allocations,
and pay related to the Coast Guard’s Foreign Language Proficiency Pay (FLPP) account
effective 01 JAN 2018.
2. Foreign language speakers (FLS) bring a valuable skill set to our workforce and in
many instances their fluency has significantly contributed to mission success. 
Qualified FLS, validated by testing, can receive additional funds as either an
interpreter or a linguist.
3. A linguist billet is one which requires proficiency in a specific foreign language
to perform a majority of tasks associated with a position.  Persons serving in most
linguist positions use their foreign language on a daily basis.  Accordingly, Coast
Guard linguists are required to be more proficient in the target language than Coast
Guard interpreters.
4. Interpreters are not tied to a billet or a specific language, but are collateral
duty assignments at units where an operational need exists. Units with interpreter
requirements are allocated a maximum number of unit allocations that may be used
throughout the entire unit.

The following items represent details available on CGPortal:
   a. A list of approved linguist positions and unit interpreter allocations.
   b. A process guide for managing FLPP allocations that explains the following:
      (1) How the current positions and allocations were determined;
      (2) How to request consideration for additional allocations;
      (3) The conduct of monthly reviews;
      (4) The conduct of yearly audits;
      (5) Recoupment process for FLPP overpayments;
6. As outlined in REFS (A) and (B), to qualify for pay as a linguist requires: 
   a. Member assigned to linguist-designated billet, and;
   b. Minimum Defense Language Proficiency Test (DLPT) scores of 1-plus in Listening
and 1-plus in Reading in the designated language.
7. As outlined in REFS (A) and (B), to qualify for pay as an interpreter requires:
   a. Assignment to unit with available foreign language pay allocations;
   b. Minimum DLPT scores of 1-plus in Listening and 1-plus in Reading, and;
   c. Unit Commanding Officer/Officer-in-Charge signed memo to Servicing Personnel
Office (SPO) designating member as a Unit Interpreter.
8. FLPP rates have been adjusted to accommodate additional allocation requests:
   a. Interpreter level, DLPT score and FLPP monthly rate:
      (1) Interpreter 1: 1 plus/1 plus - 50 dollars
      (2) Interpreter 2: 1 plus/2 or 2/1 plus - 75 dollars
      (3) Interpreter 3: 2/2 or 2 plus/2 or 2/2 plus - 100 dollars
      (4) Interpreter 4: 3/2 or 2/3 or 2 plus/2 plus - 125 dollars
   b. Linguist level, DLPT score and FLPP monthly rate:
      (1) Linguist 1: 3/2 plus or 2 plus/3 - 200 dollars
      (2) Linguist 2: 3/3 or higher - 225 dollars
