1. Purpose. This ALCOAST announces the Law Enforcement Instructor (LEI) Course (100164)
that will be offered at the Maritime Law Enforcement Academy (MLEA) beginning FY18. 
2. Background. Over the last five years, the Comprehensive Law Enforcement Assessment
and Readiness (CLEAR) team after action reports (AAR) noted trends of repeated deficiencies
in Unit Law Enforcement Training Programs. Additionally, an analysis comparing the
Boarding Team Member (BTM) training received at the MLEA to that at the unit level, as
well as a Front End Analysis of the LEI by FORCECOM Performance Technology Center (PTC),
revealed that LEI’s in the field lacked the skills and knowledge to effectively deliver
instruction in accordance with REF (A). The results of these AAR’s and analysis identified
the need for the creation of a formalized resident training intervention.
3. Discussion. The LEI Resident Course is an 8-day competency based training program that
prepares Coast Guard unit LEIs with the skills and knowledge required to deliver LE
training in accordance with REF (A). The course will focus on:
   A. Developing instructor skills;
   B. Facilitating training scenarios; and
   C. Train initial/reoccurring tasks.
4. Course Offerings. There are currently 20 course convenings planned for FY18 and FY19.
FY18 convening dates are published by the Education and Training Quota Management Command
at https://cg.portal.uscg.mil/units/forcecom/tqc/Pages/Home.aspx.
5. The prerequisites to attend the LEI Course are as follows:
   A. Member is an E-4 or above;
   B. Member is a graduate of MLEA’s Basic Boarding Officer Course or Boarding Officer
Practical Course;
   C. Member has the OPSBO competency code assigned in Direct Access;
   D. Member is a Firearms Marksmanship Coach in accordance with REF (B); and
   E. Member possesses, in the opinion of the CO/OIC, the requisite judgment, maturity,
attitude, and aptitude to serve as a Unit LEI. 
6. Waiver Process. For waiver requests regarding course prerequisites, commands shall
complete the waiver request form and submit to the Office of Law Enforcement (CG-MLE-2).

7. Certification. Upon graduation from the LEI resident course, members will be assigned
the LEI competency code in Direct Access and Training Management Tool (TMT). Beginning
FY23, only those LEI’s that are graduates of this course will be authorized to deliver
and qualify members under the unit Law Enforcement Training Program.
8. During the phase in of the LEI competency, Commands shall send their best qualified
candidates. Units without a LEI course graduate will take precedence for enrollment.
9. Boarding Team Member Course (341095). In FY18, there will be 4 Boarding Team Member
Course convening’s on schedule while the LEI course is phased in.
10. This update will be incorporated into the next revision of REF (A) which will be
released within the next year.
