SUBJ:  PROMULGATION OF CUTTER ASTERN FUELING AT SEA (AFAS) OPERATIONS TACTICS,
TECHNIQUES, AND PROCEDURES (TTP), CGTTP 3-91.20
A. Cutter Astern Fueling at Sea (AFAS) Operations Tactics, Techniques, and
Procedures, CGTTP 3-91.20
1. Effective immediately, REF (A) provides guidance and instruction to USCG
personnel conducting AFAS operations.
2. This TTP provides procedural guidance to the cutter community for conducting
AFAS evolutions across large and small deck cutter platforms. It discusses
safety, communications, AFAS procedures, cutter rigging, towing approach and
dropping the tow, passing and retrieving the fueling rig, streaming the fuel rig,
blow down, and emergency breakaway. It also provides guidance for conducting an
AFAS brief, AFAS cutter assignment, delivering and receiving cutters equipment
checklist, and an example AFAS bill.
3. Submit recommendations for TTP improvements or corrections through the TTP
Request form by navigating to CGPortal, selecting References and then TTP Request.
The electronic version of REF (A) is the most current version of the TTP and is
maintained by FORCECOM in the CGTTP library. The CGTTP library can be accessed by
navigating to CGPortal, selecting References and then selecting Tactics,
Techniques, and Procedures Library.
4. Bravo Zulu to members of the Integrated Process Team (IPT) for their time,
professionalism, and diligence. IPT partners who supported this team effort
include COMDTs (CG-751, CG-1131), ATO Mayport, ATO Norfolk, ATO San Diego,
