1.  It gives me great pleasure to announce the winners of the 2017 Coast Guard
Partnership in Education Awards in accordance with Refs (A) and (B).  These
units/members are commended for their accomplishments and commitment to service
in communities Coast Guard-wide:
     A.  Marine Safety Unit (MSU) Savannah is awarded the Best Unit Partnership
(up to 100 personnel) for successfully establishing a partnership with Heard
Elementary School that offered vital one-to-one mentoring and academic support
for students during a school year adversely impacted by Hurricane Matthew and
other severe weather. Throughout the year, one third of the unit’s active duty
members volunteered on a bi-weekly basis and logged more than 150 hours.
     B.  Aviation Technical Training Center (ATTC), Elizabeth City, NC, receives
the Best Unit Partnership (more than 100 personnel) for an innovative partnership
that paired the ATTC with River Road Middle School, which offers a Science,
Technology, Engineering and Math (STEM) aviation centric program. ATTC volunteers
visited the school daily where they used model airplanes, kites and hot air
balloons to demonstrate the principles of basic aeronautics, aircraft design,
and missions and capabilities of the Coast Guard. Additionally, the students
visited the training center to view various aircraft to better understand the
concepts described in the classroom and to learn about aviation careers.  The
unit command and PIE volunteers were publicly recognized as ATTC was selected as
the River Road Middle School Business Partner of the Year and the unit PIE
Coordinator, CPO Orlando Posado, was named Volunteer of the Year.
     C.  Sector Field Office Galveston is presented the Best Collaborative
Partnership (up to 100 personnel) for its partnership with Gulf Coast Big
Brother/Big Sister and Sea Scouts while maintaining outreach programs with
elementary and middle schools in local school districts. During its inaugural
year, partnerships were established with community organizations in Galveston
and suburban Houston school districts. Twenty volunteers devoted more than 280
hours to positively impacting the lives of 980 students in these areas.
     D.  Sector Los Angeles-Long Beach (LA-LB) is awarded the Best Collaborative
Partnership (more than 100 personnel). Since 2010, Sector LA-LB has maintained
a strategic partnership with the International Trade Education Program (ITEP)
to bridge the gap between the maritime industry’s need for a skilled workforce
and opportunities for students to prepare for maritime careers. During the
2016-17 school year, Sector LA-LB expanded their volunteer corps to include
personnel from local CG units. Together, these members contributed more than
550 volunteer hours to mentor and tutor more than 600 students.
     E.   Ms. Kristina Airy, a dedicated PIE volunteer for seven years, is the
recipient of the Sustained Excellence in CG PIE Award. When the Community Services
Command signed a Memorandum of Agreement with B.M. Williams Primary School,
Ms. Airy immediately committed herself to the partnership and began to provide
weekly one-to-one mentoring for young students. She increased the number of
volunteer hours she spent in multiple classrooms over time to offer support to the
education staff and additional students. Ms. Airy’s selfless service has endeared
her to the entire B.M. Williams School community.
     F.  The CG PIE Coordinator of the Year is LT Harold Piper of CG Yard. LT Piper
is the lead PIE Coordinator for all Baltimore area units, including Sector
Maryland-National Capital Region, Command, Control and Communications Electronic
Repair Facility, Station Curtis Bay, CG Cutter EAGLE, Asset Project Office and the
CG Yard. During the 2016-17 school year, his tireless outreach led to the addition
of five new partner schools, bringing the total to 17, and a 20 percent increase
in volunteer participants who, in turn, completed over 1600 hours of service.
Furthering the drive for student involvement in STEM, he formed partnerships with
three youth STEM organizations in the surrounding communities. LT Piper also
directed CG involvement in six state championship STEM events.
