1. In order to ensure a robust candidate pool, this message re-solicits for RPA
Designation candidates IAW Ref A, and waives the following eligibility limitations
IAW Ch. 7.D. of Ref B:
   a. Four years time in grade for Reserve commissioned lieutenants.
   b. Regular or Reserve F&S or PERS specialty.
   C. W-2 in-zone for selection to W-3.
2. Revised service requirements: The following Coast Guard officers are eligible
at the beginning of the promotion year (01 Jul) in which they are competing
for designation:
   a. Any Reserve or Regular commissioned ensign or lieutenant (junior grade).
   b. Any Reserve or Regular commissioned lieutenant.
   c. Any Reserve or Regular chief warrant officer.
All chief warrant officers designated as provisional RPAs must resign their warrant
officer commissions and accept commissions in the Coast Guard Reserve as permanent
lieutenants with a date of rank as the first day of EAD.
3. The application process and schedule described in Ref A remains the same.
4. All Commanding Officers and Senior Reserve Officers: Ensure widest dissemination
to all officers within your AOR.
