COMDTNOTE 1401
SUBJ:  COAST GUARD RESERVE CYBER COMMAND SOLICITATION ANNOUNCEMENT
1. This message announces an exciting reserve opportunity to submit applications
for newly created Coast Guard Reserve (CGR) cyber billets to form a Reserve
component for CG Cyber Command (CGCYBER). The Coast Guard is taking a total
force approach to building its cyberspace workforce, and the CGR will be a
critical part of that workforce.
2. This message solicits reserve candidates and active duty members considering
AY2018 released from active duty (RELAD) into the CG Reserves for assignment to
CGCYBER. The target pay-grades are E4 thru E9, CWO, and LT. To gauge the overall
level of interest in an operational assignment to CGCYBER, all interested
reservists, regardless of rank or rate, are encouraged to apply. This guidance
outlines the application process for members interested in a CGR assignment to
CGCYBER.
3. Applicants desiring a cyber reserve assignment should submit a civilian
resume that includes both civilian and military cyber related experience to
CGRcyber@uscg.mil by November 30, 2017. Resumes should include the applicant’s
experience, cyber related certifications, current security clearance level, and
potential RELAD date for active duty applicants. Civilian resumes should not
exceed two pages in 12pt font. Resumes received after the application deadline
will not be accepted.
4. CGR Cyber billets are attached to CG Cyber Command, which is located in the
National Capitol Region (Washington DC). However, CGCYBER is working to create
alternate drilling locations on a case-by-case basis to improve recruiting and
retention and support to geographically dispersed operations.
5. To fill these billets, priority will be given to cyber professionals who
hold nationally recognized certifications and qualifications and have relevant
experience in the field. Due to Reserve Training Appropriation (AFC-90)
constraints, no initial training funds other than traditional IDT and ADT are
associated with these billets.
6. This unique operational duty entails significant responsibility and demands
extraordinary commitment from members who display a strong interest in
cybersecurity and cyberspace operations and have the desire to be part of the
CGCYBER crew. A panel is scheduled to convene in early December of 2017 to
identify the best-qualified candidates for critical CGR Cyber billets.
Regardless of one’s designation, rate, or specialty, all enlisted and officer
applicants may be considered. Members selected for these positions can
anticipate early receipt of CY2018 Reserve PCS orders, reporting OOA 1 March
to CGCYBER.
7. The panel may contact applicants during the selection process if additional
information is required. Therefore, all applicants shall ensure their member
information is correct in Direct Access and are encouraged to review their
official records to ensure completeness prior to the panel convening date.
8. POCs: CDR Mark Patton at (703) 313-5417 and Mark.B.Patton@uscg.mil or
LCDR Matthew Press at (202) 372-2102 or Matthew.J.Press@uscg.mil.
9. RADM Kevin E. Lunday, Commander CGCYBER, sends.
10. Internet release authorized.
