1.  Due to the recent hurricane devastation in Puerto Rico and surrounding
islands, Texas, Louisiana, and Florida, many enlisted members have been
temporarily relocated to other AORs.  In addition, many reserve and active
duty enlisted members have been assigned TDY to these areas to provide
operational support.  This message provides guidance for receipt and
administration of the October reserve SWEs and November active duty SWEs for
those affected.
2.  The scheduled SWE dates of Saturday, 28 October 2017 for the reserve SWE
(RSWE) and Thursday, 2 November 2017 for the active duty E5/E6 SWE will
continue as scheduled.  Substitute SWEs will be available IAW reference (a). 
3.  October RSWEs were shipped and received by exam boards in early September. 
November SWEs are scheduled to be shipped and arrive at exam boards NLT 10
October.  November SWEs for Puerto Rico and neighboring islands will need to
be shipped to Base Miami Beach for holding and further distribution via CG
aircraft or FEDEX, once FEDEX resumes services to these areas. 
4.  SWE Officers/commands holding OCT/NOV SWE booklets for members who will be
TDY in support of Hurricane Maria recovery efforts on the scheduled SWE dates
shall forward the respective SWE booklets for these members to Base Miami
Beach for further distribution as described in the “forwarding exams” section
on page 10 of reference (b).  For any members relocated to Weston, FL, the SWE
will be administered at Base Miami Beach.  Members should coordinate with Base
Miami Beach SWE Officer.  For any members deployed to Puerto Rico and
surrounding islands, the SWE coordination and testing locations will be
provided by Sector San Juan.  Members should coordinate with Sector San Juan
SWE Officer.
5.  SWE Officers/commands holding OCT/NOV SWE booklets for members who will
continue to be TDY in support of hurricanes Harvey and Irma recovery efforts
in locations other than Puerto Rico and the surrounding islands on the
scheduled SWE dates shall forward the respective SWE booklets for these
members to the SWE Officer responsible for their TDY location.
6.  Affected members who are unable to participate in either of the SWEs on
the scheduled dates should coordinate with SWE Officers and commands to submit
substitute SWE requests as soon as its determined a member will not be
available on the scheduled exam date.  All substitute SWE requests must be
received by PPC (ADV) no later than one week after the scheduled SWE date. 
Substitute SWE requests may be sent via PPC “trouble ticket” to
https://cg.portal.uscg.mil/units/ppc/SitePages/Home.aspx or via email to PPC-
DG-CustomerCare@uscg.mil.  The request shall include the member’s name,
EMPLID, reason for the request, location to ship the exams, POC, and scheduled
administration date.  IAW Article 3.B.2 of reference (a), substitute SWEs are
to be administered as soon as possible but no more than 30 days after the
normal SWE date.  Exceptions to this policy will be reviewed on a case-by-case
basis by PPC.  Members are not authorized to take personal leave prior to
taking the substitute SWE.
