SUBJ: HISPANIC HERITAGE MONTH
1.  Each year, our Nation honors the culture and contributions of Hispanic
Americans during the period of September 15th through October 15th.  Unlike
other special ethnic observances, Hispanic Heritage Month begins during one
month and extends mid-way through the next to recognize the anniversary of
independence for several Latin American countries, including Costa Rica,
El Salvador, Honduras, Mexico and Chile.
2. This year’s theme, “Shaping the Bright Future of America,” spotlights
the optimism and hope of Hispanic Americans who profoundly impact the
character of our Nation through their strong commitment to family, country
and service.  In keeping with this theme, the Coast Guard pays tribute to
Service members of Hispanic heritage who throughout the history of the
Service have demonstrated exemplary leadership and dedication to the
promotion of equal opportunity, professional development and community
outreach.  Accordingly, noteworthy achievements by military and civilian
members of Hispanic descent are acknowledged annually by the Service and
national organizations that award excellence in service.  This month,
CDR Nicolette Vaughan of USCG Sector New York and Mr. Alvin Dalmida, at
CG Headquarters will be recognized as the CG recipients of the National
Image Meritorious Service Award.  Other award winners are Yeoman Ainara
Farina of USCG Base Detachment St. Louis, MO who received the National
Latina Style Meritorious Service Award and Maritime Enforcement Chief Omar
Perez of USCG Tactical Law Enforcement Team South, FL, a recent recipient
of the LULAC Excellence in Service Award.
3.  In observing Hispanic Heritage Month, we celebrate the promise of a
bright future that will come for all Americans as we embrace diversity
in our Service and our Nation.  The unique viewpoints and talents of a
diverse workforce strengthen our resolve to identify common aspirations
and opportunities. As the demographics of our Nation continue to change,
we increase our understanding of cultures that enhance the tapestry of
American communities.
4.  All CG units and commands are encouraged to celebrate the dedicated
service and contributions that Hispanic Americans make to our Service and
our Nation by sponsoring appropriate programs and activities throughout
the observance period.
