SUBJ:  SIGNIFICANT EVENT/ACUTE EXPOSURE TRACKING TOOL FOR HURRICANE RELIEF
RESPONDERS AND AFFECTED UNITS
1.  This ALCOAST announces the use of an electronic health screening tool
for Coast Guard (CG) personnel (active duty, reservist, auxiliarist or
civilian) who have served this year or are currently serving in hurricane
relief efforts or are currently assigned to affected CG units.
2.  Background:  The Occupational Medical Surveillance and
Evaluation Program (OMSEP) is designed to identify and prevent work
related disease and injury.  During hurricane responses, responders can
be exposed to various hazards which should be documented by an exposure
tracking tool. It is paramount that all personnel and mission specific
variables are accurately tracked in order to alert health and safety
personnel to any unusual disease patterns, as well as provide a platform of
recordation in the event of potential future health-related issues.
3.  Electronic tool:  The Significant Event/Acute Exposure Tracking
Tool (SEAETT) will be used to document exposures during hurricane response
and restoration efforts.
4.  Responsibilities:
    a. Commanding Officers and Officers-In-Charge must ensure all CG military
personnel involved in hurricane response and restoration operations submit
the SEAETT to document their exposure(s), and highly encourage auxiliarists and
civilian personnel to do the same.
    b. Affected CG personnel will:
       (1)  Access the SEAETT link at: https://hswl.uscg.mil/; click “Agree”; click
"OMSEP"; click “Significant Event Acute Exposure Tracking Tool”; select the specific
event, e.g., “Hurricane Harvey”.
       (2)  Complete the SEAETT online as soon as possible upon notification
of this requirement. Note - Each separate deployment requires completion of
the SEAETT because exposure risk can be different for each mission. Auxiliarists
can complete the tool with assistance from their Order Issuing Authority.
       (3) CG military members must print the SEAETT “Medical Record Copy”
and forward it to their CG Health Record Custodian to place the document in
their medical record. Civilians and Auxiliarists are encouraged to provide a print
out to their health care provider of the “Medical Record Copy” for entry into their
medical record.
