1. This message promulgates CH-2 to REF (A).
2. There will be no hardcopy distribution of this change. All changes will be
   incorporated into the electronic version of the manual and made available on the
   CGPORTAL at https://cgportal2.uscg.mil/library/directives/sitepages/home.aspx or
   the internet at http://www.uscg.mil/directives/cim.
3. This change:
    a. removes AFC-30T funding from REF (A), Chapters 3 and 8 IAW REF (B),
    b. establishes Structured on the Job Training (SOJT) as an additional
       delivery method in REF (A), Chapter 8 Section A.,
    c. completely revises Chapter 10 of REF (A), providing detailed
       Advanced Education policy. Major changes include establishing new
       requirements and replacing legacy policy as prescribed by REF (C),
    d. updates Enclosure (2), and
    e. removes Enclosure (4).
