SUBJ:  2017 BLACKS IN GOVERNMENT (BIG) MERITORIOUS SERVICE AWARD RECIPIENT
1. I am delighted to announce that CDR Warren D. Judge from Coast Guard Base
Elizabeth City, NC was selected as the Coast Guard recipient of the 2017 Blacks
in Government (BIG) Meritorious Service Award. This award honors personnel
who have significantly supported and contributed to the CG's missions and whose
attributes best epitomized the qualities and Core Values of Honor, Respect,
and Devotion to Duty.
2. CDR Judge is cited for inspirational leadership and superior performance
of duties as Executive Officer for Coast Guard Base Elizabeth City. As a mentor and
role model, he worked tirelessly to impact the lives of disadvantaged and
underrepresented youth by improving their academic and placement outcomes. In this
capacity, he was also instrumental in creating and increasing opportunities for them
to learn and improve on the skills, qualities and traits necessary to become healthy
and productive young adults. To this end, he also worked closely with the Elizabeth
City State University (ECSU), a Historically Black College and University, to
formalize a Memorandum of Agreement with the U.S. Coast Guard to assist with the
development of new ideas to increase enrollment and raise funds for the
establishment of a scholarship program for students in the underserved surrounding
communities. In addition, CDR Judge has freely given of his personal time to
participate in other community events such as the “Day of Service” for the Martin
Luther King Jr. Birthday Celebration and to support local non-profit organizations
such as the Elizabeth City Downtown, Inc. and the River City Community Development
Corporation.
3. I commend CDR Judge for his outstanding leadership, achievements and exemplary
service. He will be officially recognized during the BIG National President's
Reception on Tuesday, August 22, 2017 6:00 pm at the Harrah's Atlantic City,
NJ. The recipient's travel to the award ceremony will be funded and coordinated by
COMDT (CG-00H).
4. Civil Rights programs help maximize the Coast Guard's overall mission
effectiveness by fostering a discrimination free environment through recognition
of members' accomplishments and contributions to civil rights, equal opportunity,
