1. This message solicits applicants for the FY18 Coast Guard
Intelligence (CGI) and Criminal Investigations Fellows program. The
Assistant Commandant for Intelligence (CG-2) will sponsor up to eight CGI
and Criminal Investigations professionals for the 2018 Fellowship.
2. The CGI Fellows program is designed to develop promising mid-career
professionals with the potential to serve as future senior managers and
program executives. Two Fellowship mentors will guide the cohort through
an intensive curriculum that explores how senior leaders manage the CGI
Program to achieve national, departmental, and service objectives. This
program immerses Fellows in a blended teaching environment designed to
develop high level knowledge of intelligence program management and
executive skills while completing a project focused on a current
intelligence challenge, completed by the end of the Fellowship. After
participating in this program, Fellows will have strengthened their
understanding of best practices for intelligence program management and
learned essential executive competencies that enable senior leaders to
succeed. 
3. This 12-month program begins in October 2017 and concludes in
September 2018. Selected Fellows should expect to meet once per quarter
(four five-day sessions) and devote a minimum of five hours per week
toward Fellowship requirements. Participants will remain in their full
time jobs. 
4. The CGI Fellows FY18 curriculum will follow the successful improved
formula used with the FY17 cohort. The first six months will expand
understanding of key leadership competencies that enable improved
ability to lead performance and initiatives. The second six months will
consist of a team-led project related to a key gap in current CGI policy or
capability and an exploration of impacts to other USCG, DHS, or intelligence
community programs. 
5. This program offers current Commanding Officers, Directors, and other
CGI Program leaders the opportunity to identify today’s high potential
talent. COMDT (CG-2) strongly encourages CGI leaders to nominate members
whom they believe demonstrate the potential to lead tomorrow’s CGI Program.
To achieve an intelligence-driven Coast Guard, it is important to identify
and develop these members now.
6. Current participants have found the program engaging, insightful, and
rewarding. I encourage prospective Fellows to contact members of the CGI
Fellows 2017 cohort to find out more about their experience. Current
members can be found in REF (A).
7. The program is offered to GS-12/13, O-3/4, CWO, and E-7/8.
Eligibility, application requirements, and submission procedures are
available in REF (B), and packages should be submitted by email to
hqs-smb-CG-21@uscg.mil by 25 August 2017. Selections will be announced in
early September 2017.
8.  This program supports Commandant Direction - duty to people; CGI
Strategy - goal 1, objective 1.3: improve knowledge and increase
proficiency; and National Intelligence Strategy Enterprise Objective 5 - 
our people.
