SUBJ:  ELIMINATION OF AVIATION PHYSICAL EXAMINATIONS FOR AVIATION
PERSONNEL NOT ENGAGED IN FREQUENT AND REGULAR AERIAL FLIGHTS

1.  As per REFs (A) and (B), all aviation personnel are required to have
Flight Duty Medical Examinations (FDMEs) and aviation-specific Periodic Health
Assessments (PHAs). In 2014, in order to ensure efficient use of existing
resources, the Coast Guard (CG) changed its policy and only required FDMEs
and aviation-specific PHAs for aviation personnel on flight orders, or
assigned to duties involving flight proficiency (DIFPRO), or duties involving
flying operations (DIFOPS).  This ACN republishes and includes additional
guidance for ALCOAST COMDT COGARD WASHINGTON DC 121951 FEB 14/ALCOAST 058/14.
2.  The following aviation personnel are not required to complete FDMEs or
aviation-specific PHAs:
    a. Enlisted aviation personnel (E7/E8/E9) not on flight orders and not
anticipated to return to flight orders for the remainder of their career;
    b. Aviation Chief Warrant Officers (CWO) not on flight orders;
    c. CG designated aviators not assigned to DIFPRO or DIFOPS for
six or more consecutive years; and,
    d. CG senior designated aviators who will no longer be assigned
to DIFPRO or DIFOPS (post O-6 command and flag officer). 
3.  These personnel must continue to meet retention standards and obtain annual
PHAs IAW REF (A).
4.  Aviation personnel desiring to return to DIFOPS/DIFPRO duties or to flight
orders who have not been getting FDMEs must have an approved and current FDME
before applying for a DIFOPS/DIFPRO or flight orders billet.
5.  This change will be updated in the next versions of REFs (A) and (B) and
will be released within the next year of this ACN.
