SUBJ: SOLICITATION FOR THE SWARINGEN AWARD FOR OUTSTANDING MENTORSHIP
1. Nominations are being accepted for the Charles E. Swaringen, Jr., Award
for outstanding mentorship in Human Performance Technology. This
prestigious award recognizes exemplary individual achievement in the
selfless development of others applying Human Performance Technology
(additional info at

2. Background: Mr. Charles Swaringen, Jr. was the advisor to the
Commanding officer, Aviation Technical Training Center in Elizabeth
City, North Carolina, before cancer took his life in 1987. He is
remembered as one of the first true Human Performance Technologists. He
conducted experiments with innovative training applications and
identified performance deficiencies attributable to factors other than
lack of skills and knowledge. He also developed training that resulted
in graduates who were confident, competent, and were able to achieve
their full performance potential. Mr. Swaringen was an extraordinary
mentor, the trait acknowledged by this award. Past award winners have

3. Specific guidelines:
   a. The 2017 Swaringen award winner will be selected IAW the criteria
published online at:
https://cg.portal.uscg.mil/units/forcecom/Training/FC-
Tptc/SitePages/Swaringen%20Award.aspx
   b. Nominees must be employed full-time by the U.S. Coast Guard and may
be active duty military, reserve, or civilian.
   c. The nominating individual must submit documentation of
accomplishments and award-related testimonials from at least two other
individuals.
   d. Nominees must have made a significant impact on the professional
growth in the area of Human Performance Technology of more than one
individual during the three calendar years preceding the award.
   e. Nomination packages must include a command cover memo, nominee name,
nominee’s Email address, nominating individual’s name, nominating
individual’s Email address, supporting documents, and whether the
nominee is Active Duty Military, Reserve, or Civilian. Nomination
packages shall be forwarded as email attachments to
Douglas.M.Craft@uscg.mil by noon eastern standard time 30 SEP 2017. A
selection panel representing a cross section of FORCECOM Training units,
will review the nominations and select the winner using the criteria
described below.

4. The award winner will be announced by ALCOAST and the award will be
presented either in person or via VTC by the FORCECOM Commander.
