ROY WILKINS RENOWN SERVICE AWARD RECIPIENT
1. I am delighted to announce that LT Harold N. Piper of the Surface Forces
Logistics Center, Baltimore, MD was selected as the Coast Guard recipient of
the 2017 NAACP Roy Wilkins Renown Service Award. This award honors personnel
who have significantly supported and contributed to the CGs missions and whose
attributes best epitomized the qualities and Core Values of Honor, Respect,
and Devotion to Duty.
2. LT Piper is recognized for outstanding professional accomplishment and
support of civil rights while serving as the Asset Management Section Chief for
the Small Boat Product Line. A recognized leader and long-time advocate for
inclusion and equal opportunity, LT Piper supports a wide range of workplace
and community outreach initiatives that advance opportunities for women and
youth. While serving as the lead coordinator for the Coast Guard Partnership
in Education (PIE) program in the Baltimore area, LT Piper has cultivated many
innovative partnerships, including mentoring programs at four local high schools
that directly impacted the academic achievements of over 100 students. Under his
leadership, PIE volunteers from Baltimore units have logged more than 3000 hours
tutoring and mentoring students across grade levels. Additionally, LT Piper teamed
with the Women in Engineering program at the University of Maryland to showcase
the professional achievements and contributions of female Coast Guard engineers
during this annual conference, exposing over 500 students to Coast Guard careers.
His commitment to supporting ongoing professional development opportunities for
civilian personnel and military members is evident as he mentors enlisted personnel
in their pursuit of advancement within the Service. Most notably, LT Piper's
volunteer service and performance of duty are in keeping with the highest traditions
of the U.S. Coast Guard.
3. I commend LT Piper for his outstanding achievements and exemplary service.
He will be officially recognized during the 108th NAACP National Convention Armed
Services and Veterans Affairs Awards Luncheon on Tuesday, July 25, 2017 at the
Baltimore Convention Center. The recipient's travel to the award ceremony will be
funded and coordinated by COMDT (CG-00H).
4. Civil Rights programs help maximize the Coast Guard's overall mission
effectiveness by fostering a discrimination-free environment through recognition
of members' accomplishments and contributions to civil rights, equal opportunity,
