SUBJ:  2017 LEAGUE OF UNITED LATIN AMERICAN CITIZENS (LULAC) EXCELLENCE IN
SERVICE AWARD RECIPIENT
1. I am honored to announce and congratulate Maritime Enforcement Specialist
Chief (MEC) Omar Perez from US Coast Guard Tactical Law Enforcement Team (TACLET)
South, Florida as the Service's recipient of the 2017 LULAC Excellence in Service
Award. This award recognizes excellence by individuals or teams in the advancement
of diversity, education, economics and health in communities with large
underrepresented populations.   
2. MEC Perez has distinguished himself as an outstanding instructor and mentor.
While serving as a Spanish linguist and a member of the unit's elite training
staff, he dedicated countless hours both underway and in port to create
professional development opportunities for unit members. His efforts ensured that
team members were properly certified to safely and effectively conduct the unit’s
various missions. MEC Perez's actions directly resulted in five TACLET Boarding
Officers receiving certifications and in helping members gain knowledge and
experience needed to advance within their specialty. MEC Perez, a longtime
champion of Equal Opportunity (EO) and Diversity, regularly demonstrates his
commitment to these principles as he serves as the training staff's Leadership
Diversity and Advisory Council (LDAC) representative to the command. In addition
to his official duties, MEC Perez volunteers in the local community helping to
transform the lives of men, women and children at the Miami Rescue Mission.  
3. I commend MEC Lopez for his outstanding contributions, achievements, and
exemplary service. He will be officially recognized and honored at the Defenders
of Freedom breakfast on Thursday, July 6, 2017 at the LULAC 88th National
Convention in San Antonio, TX.
4. Civil Rights programs help maximize the Coast Guard's overall mission
effectiveness by fostering a discrimination free environment through recognition
of members' accomplishments and contributions to civil rights, equal opportunity,
