SUBJ:  SOLICITATION FOR FY18 MIDGRADE OFFICER AND CIVILIAN TRANSITION COURSES,
MOCTC-1 (100139) AND MOCTC-2 (100140)

1. This ALCOAST provides application procedures for the Midgrade Officer and
Civilian Transition Courses for FY18. These courses were implemented by The
Office of Leadership (CG-12C) in ref (A) and piloted by the Leadership
Development Center (LDC) in FY17.  The MOCTC-1 program is targeted for all
O3s and supervisory GS12s (or other civilian schedule equivalent). The
MOCTC-2 program is targeted for all O4s and supervisory GS13s (or other
civilian schedule equivalent).
2. MOCTC-1 overview: As officers and civilians transition to roles of greater
responsibility and broader impact, their leadership abilities and approaches
must evolve to handle more complex leadership challenges. The primary focuses
of MOCTC-1 are the Leading Self and Leading Others competencies - helping
students develop their understanding of successful leadership practices to
improve the climate of their workplace and increase their effectiveness in
accomplishing Coast Guard missions. Topics covered within the curriculum
include communication (interpersonal, written and oral), self-awareness,
team dynamics, collaboration, conflict management, influence, critical
thinking, and ethical decision-making.
3. MOCTC-1 commitment: MOCTC-1 is delivered in a blended format over a period
of 16 weeks. Each course consists of seven weeks online training before, and
seven weeks online training after a two-week resident session. Online
coursework requires a 2-4 hour commitment per week and includes reading,
participation in online discussion boards and phone discussions with a skills
transfer coach. Students who fail to keep up with course assignments may be disenrolled.
4. MOCTC-1 convenings: Five course convenings will be offered in FY18. Please

course details including updates on convening dates and application procedures.
Resident sessions will meet during the following dates:
   a. MOCTC-1 01-18 12/4/2017 – 12/15/2017 in Washington, DC
   b. MOCTC-1 02-18 3/12/2018 – 3/23/2018 in New London, CT
   c. MOCTC-1 03-18 6/4/2018 – 6/15/2018 in New London, CT
   d. MOCTC-1 04-18 7/16/2018 – 7/27/2018 in Portsmouth, VA
   e. MOCTC-1 05-18 9/17/2018 – 9/28/2018 in New London, CT
5. MOCTC-2 overview: As officers and civilians advance in our organization,
particularly at the O4 and GS13 level, they must transition from serving as
technical experts to organizational leaders. New O4s and GS13s must expand their
professional knowledge of the Coast Guard and gain a better understanding of
how the Coast Guard interacts with external partners. The primary focuses of
MOCTC-2 are the Leading Performance and Change and Leading the Coast Guard
competencies. Topics covered within the curriculum include the Constitution
and federal government, the Department of Homeland Security, Department of
Defense, Coast Guard strategy, Coast Guard resource management, and Coast Guard
Headquarters functions.
6. MOCTC-2 commitment: MOCTC-2 is delivered in a blended format over a period
of 22 weeks. Each course consists of 11 weeks online training before, and eight
weeks online training following a three-week resident session in Washington, DC.
Online coursework requires a 2-4 hour commitment per week and includes reading,
participation in online discussion boards and work on a results project.
Students who fail to keep up with course assignments may be disenrolled.
7. MOCTC-2 convenings: Two course convenings will be offered in FY18. Please

dates:
   a. MOCTC-2 01-18 1/29/2018 – 2/16/2018
   b. MOCTC-2 02-18 4/16/2018 – 5/4/2018
8. Application procedures:
   a. Eligible students: The target audience for MOCTC-1 is O3s and GS12s (or
other civilian schedule equivalent), preferably serving in a supervisory/team
leadership role. The target audience for MOCTC-2 is O4s and GS13s (or other
civilian schedule equivalent), preferably serving in a supervisory/team
leadership role.
   b. Applications shall be submitted by standard CG memorandum to the MOCTC
Admissions Committee via email to CGA-SMB-MOCTC@uscg.mil by 1 September 2017.
Applications shall include the following information:
      (1) Why are you a good candidate for the program and what do you hope
to gain from the experience? (One paragraph, 150 words or fewer).
      (2) What is your current unit and position, and how many people do you
supervise?
      (3) What are your primary and secondary specialties (aviation, prevention,
response, naval engineering, human resources [HRM/RPA], legal, finance, civil
engineering, C4IT, operations afloat)?
      (4) What is your date of rank? For civilians, when did you promote to or
accept your current position?
      (5) What is your rotation date (military only)?
      (6) List the course convenings you can attend, in priority order. Note:
If you are selected and stationed near one of the exportable locations (CGHQ or
Norfolk/Portsmouth, VA), you will likely be assigned to the resident session
co-located with your permanent duty station.
      (7) Employee ID number
      (8) An endorsement/recommendation from your Commanding Officer or first
O6/GS15 in your chain of command, which specifically addresses your suitability
for the course, ability to keep up with required coursework and availability to
attend the resident session.
