B. Port Security Unit (PSU) Organization Manual (ORGMAN), COMDTINST 5400.17
1. This ALCOAST announces the promulgation of REF (A) and the subsequent
cancellation of REF (B).
2. The PSU Program Manual serves as the standard program manual for all Coast
Guard PSUs and provides direction, policy, and guidance to units and the Coast
Guard Enterprise.
3. This Manual is a significant update of REF (B) and provides a more succinct
policy manual focusing on program management. Non-policy sections from REF (B)
that were removed have been, or will be, included in more appropriate publications
such as Tactics, Techniques, and Procedures (TTP), various instructions, and other
formats consistent with current service practice.
4. Major changes in this promulgation:
A. Establishment of a deliberate, phased training and readiness cycle providing
units and force managers clear benchmarks and flexibility for meeting operational
commitments.
B. Incorporation of unit training program requirements, qualification processes,
competency management, and individual certification requirements.
C. Closer alignment of operational watch structure with USN Coastal Riverine
Squadrons to promote stronger interoperability.
