SUBJ: DEATH OF COAST GUARD'S SECOND MCPOCG
1. It is with great sorrow that we announce the death of Master
Chief Petty Officer of the Coast Guard Phillip F. Smith, USCG
(Retired), who passed away on Thursday, June 22, 2017.
2. MCPOCG Smith served as the second Master Chief Petty Officer of
the Coast Guard from 1973 to 1977. He enlisted in the Coast Guard
on September 20, 1949. During his career, he served afloat on Coast
Guard Cutters RHODODENDRON, BERING STRAIT, and STATEN ISLAND. His
ashore assignments included the 13th Coast Guard District, Seattle,
WA, the 11th Coast Guard District, Long Beach, CA, the 17th Coast
Guard District, Juneau, AK, Marine Inspection Office Guam and Air
Stations Port Angeles, WA, and San Diego, CA.
3. Prior to his selection as the second Master Chief Petty Officer
of the Coast Guard, MCPOCG Smith served in the 13th Coast Guard
District as one of the first collateral-duty Senior Enlisted
Advisors in direct support of an inaugural program initiated by
MCPOCG Calhoun. MCPOCG Smith realized the importance of this program,
and as the MCPOCG, worked diligently to create billets for Senior
Enlisted Advisors. In the mid-1970s, E-9 billets were authorized for
all Coast Guard District offices and most Headquarters units. MCPOCG
Smith's legacy of leadership and his passion for the development of
our service's Command Senior Enlisted Leader program will continue to
inspire generations of Coast Guard leaders and he will remain an
example for all of us to follow both professionally and personally.
4. Information regarding the funeral and memorial plans, half-masting
of the National Ensign, and expressions of sympathy given in memory of
MCPOCG Smith, will be sent via separate message.
