SUBJ:  PROMULGATION OF THE COAST GUARD PAY MANUAL

1. This ALCOAST announces the promulgation of REF (A). REF (B) is hereby cancelled.
2. MAJOR CHANGES. The Pay Manual has been completely revised from its previous version, consolidating and clarifying repetitive or conflicting content, reporting new policy and regulations, and updated references. A thorough review of the entire Manual is strongly recommended.
Major changes include:
  A. Set authority and responsibility as PPC to establish the correct Pay Entry Base Date (PEBD) on new accessions to the CG or for members with prior creditable service.
  B. Clarified responsibility of Recruiting Offices to obtain all required documentation from the newly accessed CG member so PPC can determine prior creditable service.
  C. As of 1 Jan 2013, any member in paygrade E-5 and below assigned to permanent sea duty and is married to another uniformed service member, is authorized BAH or OHA.
  D. Incorporated new monthly Coast Guard sea duty pay rate tables (Figure 4-3 of Chapter 4).
  E. Incorporated National Defense Authorization Act for FY16 amending Title 37 United States Code (U.S.C., Subsection 354, removing authority for CSB payments after 31 Dec 2017.
  F. As of 1 Oct 2016, active duty and reserve component members and their families who serve outside the United States, Puerto Rico, the United States Virgin Islands, or Guam are eligible for FSSA. 
  G. Incorporated change, effective 9 Feb 2016, that allows Commissioned Officers and Chief Warrant Officers to apply for Remissions.
  H. Added reminder to ALL CG personnel of their responsibility to verify correctness of pay and allowances they receive as noted on payslip.
  I. Added requirement that SPO must audit all pay and allowances for accuracy on personnel assigned to that specific SPO IAW PPC's procedures.
  J. Removed overview of Joint Uniformed Military Pay System (JUMPS) due to program termination. Direct Access (DA) is now used in place of JUMPS. Added overview of DA in Chapter 1.
  K. Clarified responsibilities of active duty Coast Guard pay administrators and members regarding pay and allowances (Chapter 1).
  L. Clarified the Command’s responsibility to ensure that members who request Advance Pay are financially stable and justify their need for Advance Pay.
  M. Clarified FSA entitlement for member married to member.
  N. Updated and verified all references throughout the manual and deleted obsolete references.
3. No paper distribution of the revision will be made.  The revised Manual is available on CGPortal at:
