1. This ALCOAST announces an interim change to REF (A), clarifying the use of oily
water separators (OWS) on Coast Guard cutters while inport.
2. The prohibition of operating an OWS inport, found at Section 5.B.4 of REF (A),
is cancelled. Discharge of the OWS while inport is still prohibited. However,
cutters are permitted to operate an OWS inport for maintenance activities and
training. Cutter crews must exercise extreme caution during the operation of the
OWS by closely inspecting system valve alignment and following approved
engineering operating procedures. To prevent accidental discharge during inport
testing and maintenance of the OWS, cutter crews shall tag the OWS overboard
discharge valve ‘closed’ and mechanically lock the valve shut.
3. This interim change is effective immediately and will be incorporated in the
next change to REF (A). Place a copy of this message in the front of REF (A).
This change will be incorporated into the next revision of REF (A), which will be
released within the next year.
