1. The All Contingency Preparedness Summit (ACPS) will be held 8-11 August 2017 at the General Jacob E. Smart Conference Center, Joint Base Andrews, MD. This is the first time the ACPS has been held since 2011 and is part of the Commandant’s strategy to Build Capacity, as identified in REF (A). This year’s focus will be on case studies of recent exercises and real world responses, presentations and panel discussions on new policies, and workshops to address new challenges confronting the contingency preparedness and emergency management communities. 
2. Purpose. The strength of the Coast Guard’s preparedness program has a direct correlation to the Coast Guard’s performance during contingency response operations. By hosting the ACPS, the Coast Guard is ensuring that its preparedness program is continuously improved by adapting to the changing operational landscape and cultivating a highly-skilled, professional workforce. The ACPS is a forum for the Coast Guard’s emergency management professionals to improve mission readiness and effectiveness by sharing lessons learned and best practices, introducing new policy directives, and identifying new and evolving hazards. The ACPS is designed to facilitate the fluid exchange of ideas and feedback between field and headquarters-level elements, and provide an opportunity to interact with Coast Guard program managers, Department of Homeland Security officials, and other interagency partners. The agenda includes 32 hours of preparedness topics, with multiple sessions focusing on:
   A. Incident Management Team Readiness;
   B. Exercises, After Action, and Remedial Action Programs;
   C. Area Contingency Plan Revitalization;
   D. Maritime Security Preparedness; and
   E. Interagency Domestic Incident Response.
3. Coordination. The Office of Contingency Preparedness and Exercise Policy COMDT (CG-CPE) is the coordinator for the ACPS and responsible for accounting and reporting all attendance and costs overseeing, per REFs (B) and (C).
4. Attendance. The target audience is preparedness specialists from Sector/MSU, District, Area, and National Strike Force staffs. Each unit will receive a set number of quotas, funded by COMDT (CG-CPE) on an invitational basis. A list of invited units and assigned quotas can be found on the COMDT (CG-CPE) ACPS portal site (see paragraph 7).
5. Registration. Personnel approved to attend by their home units are requested to register using the Registration Survey located on the COMDT (CG-CPE) ACPS portal site (see paragraph 7). The deadline for registration is 28 June 2017. Those units who do not register by this date risk having their quota reassigned. Units are not allowed to fund attendance beyond assigned quotas without permission from COMDT (CG-CPE). Additional quotas may become available based on funding and space availability and will be advertised at a later date via sepcor.
6. Logistics. The ACPS portal site provides additional information on the conference center, lodging, dining accommodations, and other logistical information. Approved attendees will also receive confirmation via email and including instructions for TDY worksheets, lodging, and transportation.
