Background investigations of bonded facility employees were previously conducted by the ICE Homeland Security Investigations (HSI) directorate. A determination was made by Customs and Border Protection (CBP) to transfer these responsibilities from HSI to CBP and to utilize the Trusted Worker Module in the Global Enrollment System (GES) to facilitate this vetting. This procedure provides for a more streamlined process and allows CBP to make a more informed decision in approving an application. CBP Officers will be requiring background information to be submitted from facility officers, principals and those individuals with access to facility recordkeeping (i.e., book keepers). The information submitted will be done on a one-time only basis. Submission of fingerprints will be done on an as-needed basis. CBP Officers may request the applicant submit background information on the CBPF 3078 (Application for Identification Card) to allow for the gathering of the most up-to-date information.
