CSMS# 13-000056 - Transfers from DeconsolidatorCFS to Foreign Trade Zone in the Air Environment

Air Manifest

When cargo is transferred by the Air Carrier to a DeconsolidatorCFS destined to a Foreign Trade Zone, the DeconsolidatorCFS must arrive the local transfer from the Air Carrier at the Master Bill Level. The arrival must be transmitted prior to the Electronic Permit To Transfer (EPTT) requested by the Foreign Trade Zone.



Failure to arrive the local transfer at the Master Bill Level will result in the routing of the local transfer authorization (1F) message for the EPTT requested by the Foreign Trade Zone to the Air Carrier and not the DeconsolidatorCFS.



Directions to arrive a local transfer can be found in the CAMIR AIR, Air Message Type FSN page MST8. Valid codes are found in Appendix 'A' page A-7.



It is advised the Foreign Trade Zone coordinate with their DeconsolidatorCFS to ensure the local transfer is arrived prior to the Foreign Trade Zone’s request for an EPTT.
