DISTRIBUTION: Trade Community and Other Concerned Parties
Effective immediately and until further notice, the USDA APHIS Veterinary Services is restricting the importation of processed and unprocessed avian products and byproducts originating from or transiting the Sanitary Control Zone (ZBCS) of the Maule Region in Chile due to the confirmation of highly pathogenic avian influenza (HPAI) in domestic birds. The affected zones in Chile now include the Santiago Metropolitan Region and Maule Region.
Key points:
- Importation of unprocessed avian products, byproducts, and certain fresh poultry products from or transiting through these zones is prohibited.
- Processed avian products (excluding hermetically sealed, cooked, shelf-stable products) originating from or transiting any restricted zone and imported as cargo must be accompanied by an APHIS import permit and/or government certification confirming treatment per APHIS requirements.
- Importation of fresh, unprocessed shell/table eggs and other egg products from restricted zones is prohibited unless consigned directly to an APHIS-approved facility.
- All commercial shipments of poultry meat and products for human consumption imported from Chile after March 24, 2026, must be accompanied by a Zoosanitary Certificate for Exportation from the Chilean Agriculture Ministry with the below corresponding statement:
- Commercial shipments of unprocessed poultry meat and products must have certificate stating: “The poultry meat or other poultry products were not derived from poultry that originated in or transited any of the regions or zones designated in Title 9 of the Code of Federal Regulations (9 CFR) section 94.6 as one in which HPAI is considered to exist. The poultry meat or other poultry products have not been commingled with poultry meat or other poultry products derived from poultry that originated in or transited any of the regions or zones designated in 9 CFR section 94.6 as one in which HPAI is considered to exist.”
- Commercial shipments of processed (cooked) poultry meat and products must have a certificate stating: The poultry meat or other poultry products were cooked throughout to reach a minimum internal temperature of 74 °C (165 °F).
- Shipments arriving without proper certification will be placed on hold until compliant documentation is provided and referred to Veterinary Service’s On-Hold Compliance Assistance program.
