Harmonized System Update (HSU) 2603 was created on February 10, 2026, and contains 140 harmonized tariff records and 530 ABI records.

HSU 2603 contains the African Growth and Opportunity Act (AGOA), Haiti Hemispheric Opportunity through Partnership Encouragement Act (HOPE), and Haiti Economic Lift Program (HELP) HTS updates, the Modifications of Additional Duties on Imports from India and several HTS adjustments required by the verification of the 2026 Harmonized Tariff Schedule (HTS).
