Area Port Houston/Galveston Title Desk Change of Address
Purpose
This notice informs exporting stakeholders of a change to the address for the submission of vehicle ownership documentation, as currently required by 19 CFR 192. Effective January 11, 2026, the new delivery location for paper documents presented for the export of vehicles will be 9431 Bay Area Blvd, Pasadena, TX 77507.
Background
For parties that historically submit paper documents in Houston, the previous submission location at 7141 Office City Drive, Houston, TX 77087, this will no longer be valid for paper submissions. This change aligns with the ongoing efforts of U.S. Customs and Border Protection (CBP) to promote paperless processing of vehicle exports, as highlighted by the Federal Register Notice (FRN) Document Number 2022-09966, titled "Document Imaging System (DIS) Pilot for Used Self-Propelled Vehicles Export Document Submission," published on May 10, 2022.
Delivery Address Update
Effective January 11, 2026, the new address for paper submissions will be 9431 Bay Area Blvd, Pasadena, TX 77507, located at the west end of the building. The new phone number for the Title Desk is (832) 753-2707. Parties preferring to submit paper documents must use this new address. The Area Port of Houston/Galveston and Freeport continue to advocate for the use of the DIS pilot program and encourage broad participation from the trade community. This expansion positions both CBP and the trade community for electronic documents and information submission as the primary method to meet export reporting requirements. Furthermore, this enhancement significantly improves CBP’s ability to target and identify high-risk vehicle exports while facilitating legitimate exportation through a more efficient port procedure, benefiting the trade community.
