SUBJECT: Proposed Changes to Centralized Examination Station (CES) Fee Schedules in the Port of New York/Newark
DATE: November 18, 2025
REFERENCES: 19 CF R. 118; New York/Newark Informational Pipeline No. 21-020-NWK (Announcement of Centralized Examination Station Application Period and Selection Process for the Port of New York/Newark - dated May 05, 2021),· New York/Newark Informational Pipeline No. 22-008-NWK (Final Selection and Commencement of Centralized Examination Station Operations in the Port of New York/Newark - dated December 8, 2021).
BACKGROUND: Whenever a CES operator intends to increase, add to or otherwise change the service fees set forth in the fee schedule referred to in 19 C.F.R. § 118.4(c), the operator shall provide 90 calendar days advance written notice to the port director of such proposed fee schedule change and shall include in the notice a justification for any increased or additional fee.
Following receipt of this written notice, the port director will advise the public of the proposed fee schedule change and invite comments thereon under the public notice and comment procedures set forth in 19 C.F.R. § 118.2. After a review of the proposed fee schedule change and any public comments thereon, and based on the principle of comparability set forth in 19 C.F.R. § 118.11(c), the port director will decide whether to approve the change, will notify the CES operator in writing of his decision, and will notify the public of any approved fee schedule change by the same methods that were used to provide the public with notice of the proposed change. ACES operator shall remain bound by the existing fee schedule and shall not implement any fee schedule change prior to receipt of written approval of the change from the port director.
PURPOSE: This is to advise the trade community of proposed changes to the current CES fee schedules. Below are the proposed changes listed.
East Coast CES, Inc.:
Enforcement/Trade Compliance and Agriculture Tariffs - The following updates are being changed to reflect market and economic cost increases:
1) Chassis Usage Fee - From $40.00 to $45.00
2) Facility Fee - From $185.00 to $200.00 per day
3) Storage Fee - From $135.00 per day (over 5 days-$245.00 per day) to $155.00 per day (over 5 days -$278.00 per day)
During the next thirty (30) calendar days, the public has the opportunity to submit written comments to the Port Director, New York/Newark regarding these proposed changes.
After the conclusion of that period, all comments will be reviewed/evaluated, and the port director will decide whether to approve these changes. Comments should be submitted in writing to:
