CSMS # 66665063 - GUIDANCE: Harmonized Tariff Schedule for the Importation of Dogs
All merchandise, including dogs, imported into the United States may be required to file an entry, unless specifically exempted. The Harmonized Tariff Schedule of the United States (HTSUS) sets out the tariff rates and statistical categories for all merchandise imported into the United States unless specifically exempted. Importations of dogs may be accompanied by an entry. The type of entry, formal or informal, will generally be determined by the value. You may contact the port of entry import specialist or an entry specialist at the Agriculture and Prepared Products Centers of Excellence and Expertise which handles this type of merchandise for general information on entry procedures and requirements. U.S. Customs and Border Protection (CBP) may require a formal entry to enforce partner government agency regulatory or admissibility requirements, revenue protection, or if the port otherwise requires such action to support the efficient conduct of customs business.
The attached document provides the HTSUS subheadings under which dog importations may be classified if accompanied by an entry.
In addition to complying with CBP import requirements on Bringing Pets and Wildlife into the United States, importations of dogs are subject to admissibility based on the requirements set forth by the Centers for Disease Control and Prevention and the United States Department of Agriculture.
