CSMS # 65136115 - ACE Truck Manifest – Arriving Manifest with Preliminary Status No Longer Permitted
This serves as a reminder that all ACE Truck Manifests should be transmitted and marked as “FINAL” prior to arrival at a port of entry. CBP will no longer arrive Manifests that have a Preliminary Status.
Accordingly, the ANSI X12 309 and 353 messages and UN EDIFACT CUSCAR and CUSREP messages are considered preliminary until transmitted as completed. Additionally, the ANSI X12 309 and 358/353 messages and UN EDIFACT CUSCAR and CUSREP messages now require an end of manifest transmission.

Please note that if a manifest receives a “Returned to Preliminary” message, it is not considered a complete manifest. CBP will no longer arrive Manifests that have a Preliminary Status.
This functionality will be deployed to CERTIFICATION on May 23, 2025, and into PRODUCTION on June 3, 2025.
