CSMS # 64396969 - Updates to Entry Summary Bond Validations to deploy March 12, 2025
U.S. Customs and Border Protection will be taking action to deploy entry summary bond validation updates on March 12, 2025, to resolve the following issue:
Entry summary bond validations currently use the effective date and termination date at the bond header level to find the valid continuous bond for the importer of record. This is problematic when the importer of record is a bond user that has been removed from a still active continuous bond and added to another active bond (whether as a principal, co-principal, or user) because the system will find two active continuous bonds for the importer of record number. As a result, the Entry Summary submission is rejected with the ‘F145 - REPORTED SURETY/BOND SURETY MISMATCH’ error.
Effective March 12, 2025, the entry summary bond validations will be modified to use the valid from and valid to dates at the business partner level (principal, co-principal, and user) to find the valid continuous bond for the importer of record. Each party on the bond has its own valid from and valid to dates and by considering these dates at the business partner level the system will find only one active bond for an importer of record.
