CSMS # 63035311 - Harmonized System Update (HSU) 2415

Harmonized System Update (HSU) 2415 was created on November 13th, 2024, and contains 5,000 harmonized tariff records and 16,156 ABI records. HSU 2415 includes the 2024 Cotton Fee updates. Effective November 15th, 2024, the Agricultural Marketing Service (AMS) is amending the Cotton Board Rules and Regulations, adjusting the value assigned to imported cotton for the purposes of calculating supplemental assessments collected for use by the Cotton Research and Promotion Program. This amendment is required each year to ensure that assessments collected on imported cotton and the cotton content of imported products will be the same as those paid on domestically produced cotton.

In addition, this HSU reflects flagging updates to several HTS records, where the AM7 flag is being removed from 1,700 records. This removal process started on October 18th and when the process is complete, another CSMS will be issued. For more information about the AM7 update, please refer to CSMS # 62694995.
