CSMS # 60118264 - CORRECTION: Republic of Korea Steel Imports Approved for Electronic Certification System (eCERT)
This message replaces CSMS # 60073673 to correct the warning message number.
Effective April 5, 2024, CBP deployed the Electronic Certification System (eCERT) for Republic of Korea (ROK) Section 232 absolute quota. Please refer to Federal Record Notice FRN 2024-07230 for details.
Deployment of eCERT for ROK was originally planned for January 2, 2020 (see Federal Record Notice FRN 2019-20186). The 2020 program was delayed with announcements in CSMS #41021976, and CSMS #42445519.
The April 5, 2024, FRN 2024-07230 announces the eCERT program for ROK. The ROK Section 232 absolute steel program may only be accessed with a valid certificate provided by the Republic of Korea. The ROK Section 232 absolute steel program HTSUS 9903.80.05 through 9903.80.58 and 9903.80.60 must include a 9-digit Korean export certificate number.
Importers with Department of Commerce approved exclusions are required to present a Korea certificate of export with their entry.
Effective 15 days after FRN publication (April 22, 2024), the soft reject period will begin. ROK Section 232 quota entries for consumption or warehouse/FTZ withdrawals for consumption that are missing an authorized Korean export certificate number will receive the following warning message and proceed with quota processing:
L01: LIC/CERT/PERM NBR UNKNOWN

Warning message L01 ensures the certificate number submitted is a valid certificate number and that the importer is authorized to access that certificate.
Effective 45 days after FRN publication (May 20, 2024), filers making entry for ROK Section 232 absolute quota without providing an authorized Korea export certificate will be prevented from making entry or warehouse/FTZ withdrawals for consumption.
Background: Presidential Proclamation 9777 (83 FR 45025) clause 7 provides that a government of a country identified in the superior text to subheading 9903.80.05 through 9903.80.58, HTSUS, notifies the United States that it has established a mechanism for the certification of exports to the products covered by the quantitative limitation appropriate to those subheadings, U.S. Customs and Border Protection (CBP) may require that importers of these products furnish relevant certification of export information in order to qualify for the treatment set forth in those subheadings. Specifically, there is a requirement that all filers conducting entry for country of origin Republic of South Korea Steel HTSUS 9903.80.05 through 9903.80.58 and 9903.80.60 must include the valid and properly executed KOSA Certificate of Export.
